Mash: Accelerators of WebuiLoginView are not available if system tray is open

Accelerators need to be registered at AcceleratorController to make them available while system tray is open. But it's possible in mash. This is a bug for tracking the case.

We could extend the accelerator_controller.mojom interface to allow chrome to register additional accelerators. Alternately, we could move all accelerators for oobe/login into ash's accelerator table and call into chrome over mojo when needed.
