Bookmark bar being shown up despite it is set off

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
Steps:
1)Open chrome browser.
Note: Show bookmark bar=ON

Bookmark bar appearing. Thats OK.

2)Set Show bookmark bar= OFF

Defect: Bookmark bar still being shown.

3) Open a new tab in same window.

Defect: Bookmark bar still being shown despite that it is set off in step2 .

4)Now open any URL(eg gmail.com) in any of the open tab.

Defect:As site opens bookmark bar disappears without touching the bookmark settings.

What is the expected behavior?
Upon setting bookmark bar off it should not appear.

What went wrong?
Upon setting bookmark bar off in settings it is still appearing in browser.

Did this work before? N/A 

Chrome version: 62.0.3202.89 (Official Build) (64-bit)  Channel: stable
OS Version: Windows 7 Home Basic

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #62.0.3202.89 and latest canary #64.0.3261.0.
This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
