crrev.com/c8557f3 introduced the initiator field on some objects exposed by the Web Request API. However it's not reflected in the docs -https://developer.chrome.com/extensions/webRequest

The cron job which updates the data for the server seems to be working correctly and https://developer.chrome.com/_query_commit/master returns a recent commit (after crrev.com/c8557f3). Also, the change introduced by https://chromium-review.googlesource.com/c/chromium/src/+/744427 (a more recent commit) is correctly reflected on the docs.

So there seems to be some other bug with our update logic.
