Mouse Left click on extreme top left of tab strip brings up context menu and double left closes the current window.

Issue description

Chrome Version : All Chrome versions
OS: Windows 7,10

What steps will reproduce the problem?
(1) Open Chrome browser and mouse left click on extreme left of first Tab(small empty space next to first Chrome tab)


What is the expected result?
Left click shouldn't invoke a tab strip context menu and mouse left double click shouldn't close the window.

What happens instead?
Left click invokes the context menu and mouse left double click shouldn't closes the current Chrome window.


Note : This behavior is specific to Windows.

I believe this is general behavior of Windows applications. When we click left-top of window frame, context menu shows up. And double clicking closes the window. This seems to work no matter window frame has icon or not. File explorer supports the same thing even though it doesn't show icon on the frame on Windows 7.
