[Mac] Improve appearance of Task Manager columns

Issue description

The Task Manager tableview should use the system font variant with monospaced Arabic numerals to improve the appearance of its columns. The CPU column's min width should also be a bit wider so that the caret that appears when the CPU column is primary does not cause the CPU title to tail-truncate.

[Mac] Improve appearance of Task Manager columns.

Changes the Task Manager to use the monospace digit system font on
macOS 10.11 so that the Task Manager's columns line up nicely. Also
increases the CPU column's min width so that it's title is never tail-
truncated when more columns are added.

Verified the fix on the latest canary(64.0.3264.0) on Mac OS 10.12.6. CPU column width is properly shown. Attaching the screenshot of the same.
