Notification - Animation does not work properly with many notifications and a few notifier sources

What steps will reproduce the problem?
(1) Clean install so that Chrome OS has a few notifier sources
(2) Open a lot of notifications so that the message center is filled by notifications
(3) Click the notifier source settings button

What is the expected result?
The message center height should not change.

What happens instead?
The height shrinks.
