UKM data for ScrollBegin/Update metrics taking a lot of space

We have tons of data being reported for the Event.Scroll(Begin/Update).(Wheel/Touch) events.
They should be more aggressively sampled.

Generalize sampling scheme for ukm input metrics

Add the functionality to be able to filter more
metrics in a more generic way for the reporting
purposes.
