Muted events don't fire on content-level mock devices

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Patch CL 755193
(2) Run fast/mediastream/MediaStreamTrack-observer-iterate-no-crash or fast/mediastream/MediaStreamTrack

What is the expected result?

Test success.

What happens instead?

Test timeout due to no muted event firing when enable=false.
