[Pyro] Black background observed when connecting external display in extended mode

Issue description

Chrome Version: 64.0.3257.0 (Official Build) dev (64-bit)
OS: ChromeOS 10103.0.0 dev-channel pyro

Black background observed when connecting external display in extended mode

What steps will reproduce the problem?
(1) Login with test user
(2) Connect external display
(3) Observe external display shows a black background instead of the set wallpaper for more than 5-10 seconds.  Display will recover after about 10 seconds 

What is the expected result?
Connected display in extended mode should render the background when plugged in.

What happens instead?
No background is rendered for more than 5-10 seconds

*Notes:
Observed issue on both 4K and FHD displays
This issue is not observed on R63-10032.29.0

Since display works (taskbar is there), this isn't a display bug. So it's probably UI... to Albert for triage.
