I removed the code of c0b798d9f69d0fcddda0f60f26ab14a99eaf249c by updating it in crrev.com/c/773924.
In other words, if this performance degradation is caused by c0b798d9f69d0fcddda0f60f26ab14a99eaf249c, it is already solved by crrev.com/c/773924.

I've deployed a fix to Pinpoint at ~1pm PST for both the error (comment 49) and blaming everyone (previous comments) Jobs from now going forward should have better results!

The expense of the interval range collection in the GrResourceAllocator is proportional to the number of textures fed to Skia/Ganesh.

I believe when https://chromium-review.googlesource.com/809758 (blink/canvas: Switch Canvas to use cc's ImageDecodeCache) landed it greatly reduced the number of textures being redundantly fed to Ganesh in the bouncing balls test case and thus, simultaneously, eliminated the extra expense of collecting usage intervals.

Note that apparent Mac improvements are due to blacklisting of GPU rendering in r525266.
