DeviceAllowNewUsers policy is not correctly reflected in the UI

1) Set DeviceAllowNewUsers=false
2) Go to login screen
3) Expect the "Add Person" button to be disabled, but it's enabled.

I wasn't able to repro this on M65-BETA-CHROMEOS-2 (10323.39.0, 65.0.3325.89), Kip.

When DeviceAllowNewUsers=false, "Add Person" button is disabled (see attached screenshot).

Closing this as WontFix.
