Unable to interact with client certificate dialog box

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3260.0 Safari/537.36

Steps to reproduce the problem:
1. Connect to https site with requires the client the authenticate itself 
2. Client certificate dialog box shows
3. Try to click on any of the buttons, they do not work

What is the expected behavior?

What went wrong?
Unable to interact with dialog with either keyboard or mouse

Did this work before? Yes 

Chrome version: 64.0.3260.0  Channel: canary
OS Version: OS X 10.13.1

Also, when this happens I'm unable to use keyboard shortcuts to navigate chrome.
