Window icon in app mode should use favicon of opened site

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. open chrome in app mode, e.g. execute "google-chrome --app=http://xkcd.com"

What is the expected behavior?
The window icon of the new chrome instance should be the favicon of the opened page.

What went wrong?
The stock chrome icon is used as application window icon.

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: Ubuntu 17.10 (64-Bit)
Flash Version: 

A page reload updates the window icon, but the icon in the task bar remains the stock chrome icon.

Note that this issue has been fixed in 2011: https://bugs.chromium.org/p/chromium/issues/detail?id=86908

Able to reproduce on 61.0.3163.100 with the mentioned steps on Ubuntu 14.04 and Mac 10.12.6. This seems to be a Non-Regression issue seen from M-50[50.0.2624.0]. 
Hence, marking it as Untriaged.

NOTE: Issue is not seen on Windows 10.
