Regression : 'Accessibility' option is not available by default at Uber Tray even option 'Always show accessibility options in the System menu' is seen in chrome://settings

Issue description

Chrome Version: 64.0.3257.0/10102.0.0 dev channel Peppy,Daisy and Gnawty 
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user ->Wait until User gets Synced
(2)Now go to chrome://settings page -> scroll down to 'Accessibility' section 
-> Observe option 'Always show accessibility options in the System menu' option with Disabled 
(3)Now click on Uber Tray and observe 'Accessibility' option is not seen(Please refer 'Actual_NoAccessibilityOptioByDefault' video and Screenshot)

Expected: By default 'Accessibility' option should be available at Uber Tray as option 'Always show accessibility options in the System menu' is seen in chrome://settings 

Actual: Instead  'Accessibility' option is not available by default at Uber Tray

This is Regression issue as same is working fine in M-62 as 'Show accessibility options in the System menu' option is seen in chrome://settings


If the above change is intended and there is Issue with 'Always show accessibility options in the System menu' option i.e. 
'Always show accessibility options in the System menu' option is still seen disabled in chrome://settings even on enabling any Accessibility Features

Steps to reproduce:
1)Go to chrome://settings/manageAccessibility page and enable any option For Ex: 'Enable on-screen keyboard' option 
2)Now observe 'Accessibility' option is seen in Uber Tray and whereas 'Always show accessibility options in the System menu' option is still seen disabled in chrome://settings page under 'Accessibility' section(Please refer 'Always show accessibility options in the System menu option is still seen disabled' video and screenshot)

This is WAI. We show the a11y menu if (1) any a11y feature is currently enabled or (2) the "always show a11y menu" setting is enabled. This is to indicate to users why they may be seeing a strange behavior, eg. high contrast mode.

If the above change is intended and there is Issue with 'Always show accessibility options in the System menu' option  as already  mentioned in C#0 i.e. 
'Always show accessibility options in the System menu' option is still seen disabled in chrome://settings even on enabling any Accessibility Features

Steps to reproduce the Issue:
1)Go to chrome://settings page -> scroll down to 'Accessibility' section 
-> Observe option 'Always show accessibility options in the System menu' option with Disabled 
and in Uber Tray also observe 'Accessibility' option is not seen
2)Go to chrome://settings/manageAccessibility page and enable any option For Ex: 'Enable on-screen keyboard' option

Re-opening issue for 'Accessibility option is sen disabled in chrome://settings even on enabling any Accessibility Features' behavior confirmation. Please close if this is also WAI.

Again, this is WAI. If the "Always show..." toggle is enabled, then we will always show the a11y menu even if there are no settings active. Alternatively, if there is any setting currently active, we will show the a11y menu until that setting is disabled. The two are completely separate ways to activate the a11y menu and it is not expected that the "Always show..." toggle should be enabled whenever the a11y menu is visible.
