Regression: URL link is broken on permission bubble.

Issue description

Chrome Version: 62.0.3202.89 (Official Build) 4bc124ea2934343d106df5b937e78ce311311658-refs/branch-heads/3202@{#775}(64-bit)

OS: Win(7,8,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1).

Test URL: https://chrome.google.com/webstore/detail/hippo-video-free-screen-v/cijidiollmnkegoghpfobabpecdkeiah?utm_source=chrome-ntp-icon

Steps to reproduce:
1.Launch Chrome, go to the above URL and install the above extension.
2.Observe permission bubble.

Actual Result: URL link is broken on permission bubble.
Expected Result: URL link should appear in single line on permission bubble.

This is regression issue broken in ‘M-62’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 62.0.3166.0(Revision:489162)
Bad Build:62.0.3167.0(Revision:489499)

You are probably looking for a change made after 489244 (known good), but no later than 489245 (first known bad).

CHANGE-LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

The video is from Mac. Is the bisect on Mac as well?

Can you bisect Windows/Linux?

I don't think this is a regression on Linux/Windows. This is probably WAI, since the behaviour is now consistent between platforms.

(but also if it looks weird, we can do something about that).

Yeah, this behavior didn't change on Windows/Linux. It is a bit wonky but I think it's working as intended given that it unifies the look.
