What steps will reproduce the problem?
1. Launch chrome, login to www.gmail.com and observed the Save Password bubble.

Size of save password bubble is increased vertically.
Size of save password bubble should not change.

This is a regression issue, broken in M-64 series, below is manual regression range.

Good build: 64.0.3256.0 
Bad build: 64.0.3257.0

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
