Regression: Border is not as expected in Add to Desktop overlay

Issue description

Chrome Version: 64.0.3260.0
OS: Windows 10,Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open any web page.[Ex: Hit F1]
(2)Now Click on wrench menu >> More tools >> Add to Desktop
(3)Observe border of text field

Expected: Double border shouldn't be seen.
Actual: Instead double border is seen for text field.

This is a regression issue broken in M64.

NOTE: "Add to Desktop" option is not seen in Mac.

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).

Working as intended. Yes, the primary color matches the system color on Linux.
