Weird flickering of 'Performance Monitor' window is seen after dragging it in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now press 'Esc' key to open 'Console' drawer and click on more options button and open 'Performance Monitor' option and drag devtools window to RHS,observe

Actual: Weird flickering of 'Performance Monitor' window is seen after dragging devtools window to RHS
Expected: Weird flickering of 'Performance Monitor' window should not be seen after dragging devtools window to RHS

This is a non-regression issue, seen from M-64 series as 'Performance Monitor' option appears from build # 64.0.3250.0
