Regression: Chopped Focus is seen at Ubertray when accessibility or volume icon appears. |

Issue description
Chrome Version: 64.0.3257.0/10102.0.0 dev channel Daisy,Peppy, Gnawty
OS: Chrome OS
What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, Click on Ubertray
(2)Click on Volume icon or enable any accessibility and observe
Actual: Focus gets chopped when volume icon or accessibility icon appears at ubertray
Expected: No such chopped focus should be seen
This is Regression Issue seen from 63.0.3239.26/10032.21.0 beta-channel Peppy
@tbuckley : Please confirm the Issue
NOTE: 1. Issue is not seen on Windows and Linux.
2. Issue is also seen in Sign-out screen.

Can you confirm that this only happens with welcome page? If you mute when browsing normal pages, does this also happen?

I can confirm this only happens on login. I don't understand the second question, normal pages -> user is logged on? Is that the same question as the first? Thanks for looking into it.

Sorry for misunderstanding. It's the same question. I think chromeos uses two different code path to draw welcome page and other UIs.

It is likely that the tiles are not updated after performing animations. I need to reproduce it on my local device.
