InputView keyboard can not pop up in log on screen

Platform10044.0.0（official build) dev-channel caroline test 
Firmware Google_Caroline.7820.316.0


REPRO STEPS:
1. Switch to inputview layout 
2. Go to log on screen
3. Focus on pwd input box , or add a new account input box

Actual:
Can not pop up keyboard 

Note:
Not repro for A11y layout

If a11y keyboard can pop up. That's fine.
And convert the convertible device to show. That's fine.
