Touch event doesn't work after dragging pdf file from original window multiple times.

Chrome Version:  62.0.3202.89 (Official Build) 4bc124ea2934343d106df5b937e78ce311311658-refs/branch-heads/3202@{#775} 32/64 bit
OS:Windows 10 (Touch device)

What steps will reproduce the problem?
(1)Launch chrome and open 2-3 webpages.
(2)Navigate to above pdf file,drag the tab out from original window,scroll the page.
(3)Drag tab back/out from original window multiple times(i.e step 2) and observe  

Actual: Touch event doesn't work after dragging pdf file from original window multiple times.(i.e touch event for opening ntp, wrench menu, avatar icon etc.. doesn't work)

Expected: Touch event should work after dragging pdf file from original window multiple times.

This is Win 10 touch device specific Non-regression issue seen from 'M47' series i.e 47.0.2522.0
