What steps will reproduce the problem?
1. Launch chrome and navigate to above test URL.
2. Click on 'Play' button (video starts playing) and click on 'Share' icon seen at the top right corner.
3. Observe the 'Share' dialog.

Actual Result : 'Share' dialog box is seen misplaced.

Expected Result : 'Share' dialog box should open at the center of the video.

This is a regression issue broken in ‘M-62’ and using the per-revision bisect providing the bisect results,
Good build : 62.0.3174.0 (Revision : 491204)
Bad build : 62.0.3176.0 (Revision : 491883)

You are probably looking for a change made after 491843 (known good), but no later than 491844 (first known bad).

Note : 
1. Issue is also reproducible on Windows (7,8,10) and Mac(10.12.6) OS using latest canary #64.0.3260.0 build.
2. This issue is not observed on Linux(14.04 LTS) OS.
3. Issue is not seen in other browsers such as Firefox,IE.
