Regression: Blue focus ring is not seen properly on Translate bubble.

Chrome Version: 64.0.3260.0 (Official Build)eec83ceb16d47f70f5804a140687e268a6230b5c-refs/heads/master@{#514066} 32/64-bit.
OS: Win(7,8,10), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to above URL and click anywhere on translate bubble.
2. Now press the 'Tab' key to reach the focus on 'Nope' button and observe.

Blue focus ring is not seen properly.
Blue focus ring should seen properly.

This is a regression issue, broken in M-64 series, below is manual regression range.

Good build: 64.0.3256.0 
Bad build: 64.0.3257.0

NOTE: This issue is not seen on Mac OS.

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).
