grid menu items flicker/flash when moused over on Outlook mail (outlook.live.com)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36 Example URL: https://outlook.live.com/owa/ Steps to reproduce the problem: when I go to https://outlook.live.com/owa/ and hover the cursor over items in the grid menu (accessed in the top-left corner) they flicker/flash and are not accessible. I believe the issue could be my laptop is set to 175% system scaling. Edge and Firefox do not have this problem What is the expected behavior? What went wrong? Unable to reproduce this issue on chrome 62.0.3202.75 using Windows 10 when scale factor is 175%,125%,150% and 100% 1. In display settings changed scale factor to 175%. Signout and signed in back. 2. Logged into https://outlook.live.com/owa/ and didnt observed grid menu on top left. 3. It is seen on right side. Clicked on it and hovered on menu items -- No flash is seen. 4. Changed the browser zoom level so that grid menu is seen on top left, Now tried the steps and unable to reproduce the issue. -- No flash is seen. 5. Checked with other scale factors like 100%, 125% and 150% and no flickering of items is seen. Attaching screencast for reference. @Reporter: Could you please check the steps and let us know the expected behaviour. And also could you please let us know the screen resolution of laptop used. resolution is 2256 x 1504, 175% system scaling. Chrome itself is at its default 100% page zoom. I'm not sure if this is relevant or not but the display is a touchscreen

I just tried to repro with --enable-pixel-canvas-recording and the issue remains. Using Chrome stable 62.0.3202.94

When I change to Windows 10 system scaling to 200%, it is no longer an issue. The issue is when the Windows 10 system scaling is at 175%. Again, Edge and Firefox do not have this problem when the system scaling is at 175%

this is still an issue as of stable version 63.0.3239.84 . Windows 10 (version 1709), 175% system scaling (not 175% page zoom).

Able to reproduce the issue on Win-10 using chrome stable version #63.0.3239.84 but the same is not reproducible in the latest canary #65.0.3292.0. Note: Couldn't check the issue on OS-Linux as we at ET team lack linux device to set scaling to 175%.
