Image document doesn't load zoomed out |

Issue descriptionChrome Version: 64.0.3257.0 OS: Android What steps will reproduce the problem? (1) Open an image much larger than the document (https://i.redd.it/u72fqycjklsz.png) What is the expected result? The image should load zoomed out, such that the full image fits in the viewport. What happens instead? The image loads zoomed in and it's impossible to zoom out to see the full image. Works in current dev channel (64.0.3254.2).

Tested the issue in Android, somehow couldn't reproduce the issue. Steps Followed: 1. Launched Browser 2. Navigated to https://i.redd.it/u72fqycjklsz.png 3. Observed the image loaded as normal size 4. Able to zoom out and see the full image. Chrome versions tested: 64.0.3257.0 OS Android 8.1.0 Android Devices 8.1.0; Pixel XL Build/OPM1.171019.005, 7.0.0; SM-J710F Build/NRD90M @bokan: Could you please find the above observations and let us know if we missed anything from our end. If so help us with the device details and a sample screencast. Thanks!!

Hmm, interesting - I can't repro on my N6 with a fresh install. Perhaps there's some experiment I'm opted into. I'll take a closer look myself.
