Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: In full screen mode one can still plenty of menu items. Except some are missing. I would change Exit full screen F11 to Exit full screen / simple menus F11 else nobody can guess what happened. What is the expected behavior? What went wrong? People might never guess that there are more menu items available. Did this work before? N/A Chrome version: 61.0.3163.100 Channel: n/a OS Version: Flash Version:

I am saying that the user visits the menus, and finds some items missing. The user concludes there must be a bug, or the latest update of chromium has removed some items. The user would never dream that the reason some items are missing is due to him being in fullscreen mode at the moment. Therefore please be sure the menus are consistent, no matter if one is in fullscreen mode or not.
