Chrome Version: 64.0.3255.0 - just started with latest update
OS: ChromeOS

What steps will reproduce the problem?
(1) Configure search and capslock to be control
(2) Plug in external keyboard
(3) Press capslock-T on external keyboard

What is the expected result?
Should only open a new tab.

What happens instead?
Opens a new tab and enables capslock.

Additionally:
- Pressing capslock again does not turn it off. (Pressing shift sometimes does.)
- The search button on the Chromebook's keyboard properly only does control.
