Flash content setting disrespecting whitelisted URLs

Issue description
Chrome Version : 62.0.3202.75

Add OK or FAIL after other browsers where you have tested this issue:

What steps will reproduce the problem?
1. Go to chrome://settings/content/flash and block flash globally
2. Allow it for a particular site, e.g. https://get.adobe.com/flashplayer/about/
3. Open that site
What is the expected result?
Flash should work on that site.
What happens instead of that?
Flash doesn't work on that site but instead a "Plugins blocked" icon appears in address bar.
Please provide any additional information below. Attach a screenshot if
possible.

Able to reproduce the issue on the reported version 62.0.3202.75 and latest stable 64.0.3262.0 using windows 10, Ubuntu 14.04 and Mac 10.12.6. As the issue is seen from M-50(50.0.2641.0), considering it as non-regression, hence marking it as untriaged.
