microphone not working on websites in chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Example URL:
gotomeeting.com; duolingo.com

Steps to reproduce the problem:
1. try to use the microphone
2.

What is the expected behavior?
That the website picks up audio recording so that other people can hear me or duolingo can assess my pronunciation

What went wrong?
I don't know, that's why I'm asking you

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes 

Does this work in other browsers? N/A

Rechecked the issue on both Sites provided using chrome version 62.0.3202.75 on a Windows 7 and Windows 10 laptops and unable to reproduce it. Microphone was working fine in both the cases. 

Can you please try a system restart, relaunch chrome and try again. Please update us with your observations.

I wonder if this will help: https://www.onlinemictest.com/ - it seems not to work for me in chrome, though I'm not seeing any problem in FF.
It also occurs for me (+ on other computers) - with different microphones from HyperX and AntLion.

The problem only occurs in Chrome (no problem i Firefox or general recording). My Chrome doesn't have any plugins. The problem started a few months ago for us.

It says "Microphone not authorized" for onlinemictest.com and "NotReadableError" for webcammictest.com - and doesn't work on any sites I've tried, despite allowing them through the settings, including Hangouts (which is my main problem).

Re-installing Windows has worked for one of our computers (so far), but that doesn't really seem like a great solution.
