Devtools pane frozen

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
It happens sometimes when running this Chrome extension in development mode: https://github.com/mattzeunert/ElementHistory

I don't know if it happens in the published version.

What is the expected behavior?
I want to be able to interact with the elements in the Devtools pane. They should fill the whole width of the pane after resizing.

What went wrong?
Sometimes I can't click on items.
Sometimes the items are interactive but the interactive area is shifted upwards. For example, I can click on the top part of the Filter text field to select the text field. When I hover over ElementCreation the "InnerHTML assignment" item CSS hover style is applied.

The pane size does not update after resizing. Sometimes it does resize vertically, but half the space is still taken by whitespace proportionally.

Did this work before? N/A

Unable to check the issue as getting error while loading the attached extension.Attaching the screencast for reference.

@Reporter: Could you please provide a sample test case file which would help us in further triaging the issue.

Thanks for checking. Today I also observed the problem in the published version: https://chrome.google.com/webstore/detail/elementhistory/idhhmihgigngdppfpklkdklfaikkecge

Keep in mind that the problem does not happen consistently.

If you want to load the extension from the repo you'll have to run `npm run install`, `npm run develop`, and then import the `src` folder (not the root folder).

Thanks for the report.

By any chance are you using an external monitor display / non-standard zoom level?  We've received similar reports recently for extension users with custom display setups ( https://bugs.chromium.org/p/chromium/issues/detail?id=778443 )  If so, we'll merge this as a duplicate.

Unfortunately multi-monitor-setup issues have been hard for us to reproduce, so any information about the setup you think might be important would be useful.

Neat extension, by the way!

(Un-)fortunately I can't reproduce the issue either right now. I'll check if it's monitor setup related next time I run into it.
