[cleanup] Find a better way to limit gles versions in arc-mesa

Long term we want to drop the patches in
https://chromium-review.googlesource.com/#/c/chromiumos/overlays/chromiumos-overlay/+/748902/

but we still need the ability to artificially limit gles on a per-chipset basis for ARC to have flexibility for qualification. Whatever we agree on needs to be upstreamed.
