"New window"/"New tab" from launcher does not open new window/tab for v1 or bookmark apps |

Issue descriptionChrome Version: 62.0.3202.55 OS: Chrome Set-up: This bug repros for any of the below combinations: * Have a v1 (legacy) packaged app, or a bookmark app, installed (Examples: Secure Shell, Google Docs) * Have the app's icon pinned to the shelf or not pinned to the shelf * Have the app's "Open as window" option in its icon's context menu checked or unchecked Meaning this repros regardless of whether the app is set up to open as a window or whether it's pinned to the shelf. Repro steps, starting with the app not opened: 1. Launch the app, e.g. from the launcher. 2. Find the apps's icon in the launcher (e.g., search for its name) 3. Right-click the app's icon in the launcher 4. Choose "New window" or "New tab", whichever is available Expected: The app opens a 2nd window/tab (or 3rd, 4th, etc. when these steps are repeated) Actual: The existing window/tab is focused. No 2nd window/tab is opened. NOTE: From the context menu in the *launcher*, "New window"/"New tab" works as expected. NOTE: If the app is not launched yet (no tabs/windows for it are open), "New window"/"New tab" from the context menu launches the new instance as expected.
