Compaction of corrupted databases does not result in the database being deleted.

Issue description

Chrome Version: 60.0.3112.114
OS: Chrome OS

A user reported an inability (repeatedly) to open a Google Doc when offline mode is enabled. The database was exported, and one of the table files was verified to be corrupted. The LOG file contained:
