PdfConverter (pdf_to_emf_converter.cc) generate different outputs depending on the build.
The difference can actually be seen visually by opening the converted files. Some fonts seem to be rendered differently.

When this is addressed, PDFToEMFConverterBrowserTest's should be changed to test the actual output instead of the file size and header.
