Add explicit manual test for trying to boot multiple SD cards to FW qual?

Issue description

Hi Danny,

You guys recently found a long-standing firmware bug with SD card handling in dev mode by chance (I think?) during Hana firmware qualification. See b/35854317 for details.

Is this something we could officially add to the list of manual tests done during firmware qualification to get guaranteed coverage on it in the future?

The test instructions would be:

1. Prepare two SD cards: one "invalid" that doesn't have a Chrome OS image on it, and one "valid" that has a working image specific to the DUT
2. Boot DUT in developer mode. Make sure dev_boot_usb is enabled.
3. Insert "invalid" SD card.
4. Press Ctrl+U. Confirm that DUT beeps and stays at the dev screen.
5. Remove "invalid" SD card. Insert "valid" SD card instead.
6. Press Ctrl+U. Confirm that DUT boots the image correctly.

Yes that was an adhoc testcase.

We have test case but stop at the invalid card.

The failure is a minor inconvenience because the work around is simply restart the system and insert the valid SD Card.  I am ok if that's the solution.

Since we already have test case for most of the steps, I will reassign to tgillella@ to update the test case 1.5.8 Dev mode: Ctrl + U boot - with Invalid USB/SD card
