export_tarball: Consider not selectively reproducing some hooks in the script

Issue description

The discussions started in https://chromium-review.googlesource.com/c/chromium/tools/build/+/744009

Right now, export_tarball.py repeats a few hooks we have in //DEPS instead of calling "gclient runhooks", as the latter would create files and download binaries from Google Storage that are not relevant for the tarballs we create (which are used by Linux distros and anyone packaging Chromium as a downstream).

This approach is fragile though, as most people are unaware this script even exists and things often get out-of-sync with DEPS.

We need to figure out if there's another approach that's less fragile but which also doesn't cause us to generate a multi-gigabyte tarball with binaries that will not be used.
 
(Not sure if "Infra>Client" is the most appropriate component, feel free to change it as you see fit)
