Platform: 10025.0.0 (Official Build) dev-channel peach_pi

Steps to reproduce the problem:
1. Create a chrome app with webview and set name as "webview1", like attachment
2. Launch the app and open developer inspector
3. window.name is empty string ""

Attachment:

	<head>
	</head>
	<body style="margin:0px; padding:0px;">
	<webview name="webview1" src="https://www.google.com"></webview>

What is the expected behavior?

I'm unable to reproduce this with 63.0.3239.85 and your sample app.

Can you provide the sample app here and *exact* steps to reproduce (a video would help).
