This should be the same reason as https://bugs.chromium.org/p/chromium/issues/detail?id=783754.
Now that https://chromium.googlesource.com/chromium/src/+/487b6616f10eff5f5d0d8805668bb80870342e0b is reverted by (https://chromium-review.googlesource.com/c/chromium/src/+/765174), this should be also fixed.
