Chrome: Show error message for Chromad on ARM and x86 boards

Issue description

Customers and testers keep running into issues with authpolicy since they run on ARM boards (see crbug.com/778788) and authpolicy doesn't support that. Let's add a quick and dirty error message in Chrome that cancels enrollment for AD + x86/ARM.

Active Directory integration is not supported yet on ARM and x86

As verified in M64.0.3282.22 10176.11.0 dev elm, upon joining a domain in enrollment, an error dialog is shown with message "Chrome Microsoft(R) Active Directory(R) integration is only supported on x86_64_platforms. Chromebooks built on top of an ARM or x86 platform do not support this functionality."
Also verified in M64.0.3282.22 10176.11.0 dev lulu that the fix does not block x86_64_platforms.
