In chrome://settings -> Enable Autofill option not grayed out when applied through group policy

Issue description

Chrome Version: (63.0.3239.30)
OS: (Windows)

What steps will reproduce the problem?
(1) In the server machine, enable policy "Enable AutoFill"
(2) Update the policy in both server and Client using gpupdate /force
(3) Make sure policy is reflected in client machine from chrome://policy
(4) Coto chrome://settings

What is the expected result?
Enable Autofill should be grayed with iron icon, so that user can't change that setting.

What happens instead?
Able to change the Autofill setting from user side

Observations:
1. Observed the same behavior in earlier chrome M58-#58.0.3029.110
2. If i disable the autofill policy from the server, then on the client machine i can see that autofill policy is grayed out with iron icon and i was unable to change the setting from user side.

Works as intended. See screenshots.

When autofill is disabled it's not possible to turn it on and it is possible to view/add entries but not use them. This is the same functionality as before where Manage Autofill Settings could be clicked.
