Add a milestone selection dialog for quicker cherry-picking |

Issue descriptionGerrit cherry-picking is awesome, thank you! What'd make it even more awesome is a picker for milestones to cherry-pick to. For example, when I need to cherry-pick to M60, I currently need to find an email saying what is the branch number for M60, then do `git branch -a | grep 3210`, replace the "remotes/" with "refs/" and paste it. It'd be much more user-friendly to have a selection for milestone directly in the cherry-pick dialog: I think a dropdown list of the nearest 5 milestone branches would be perfect for most cherry-picking needs.

It'd be nice if the same dialog also indicated which milestone was beta and which was stable, as we sometimes see mix-ups there. Let me know how you end up pulling historical data, I'm storing that elsewhere and it'd be nice if we ended up using a common service or code for that.

Definitely a cool idea, but would require some coordination with the Gerrit team as we don't currently have a js API for manipulating the contents of the cherry-pick modal dialog box.
