WebRTC Audio Output not picking system default

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Plug in headset
2. Make sure you system audio output is set to computer speakers
3. Connect to any WebRTC application

What is the expected behavior?
Would expect audio output to be same as system default, in this case computer speakers.

What went wrong?
Sound is routed to headset speakers. Changing system default audio makes no difference, sound is always now routed through headset.

Chrome version: 62.0.3202.75  Channel: stable

Unable to reproduce this issue on Mac 10.12.6 with chrome #62.0.3202.75 with test url.
Observed that audio is switching as expected between internals & usb headset
