Regression: Flickering is seen while navigating to other tabs.

Issue description

Chrome Version: 64.0.3257.0 (Official Build)314f01c2122124dafaf99698f5049ee7d1c08140-refs/heads/master@{#513642} (64-bit)

OS: Win(7,8,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1).

Test URL: https://www.seoquake.com/welcome/index.html#serp

Steps to reproduce:
1.Launch Chrome, go to the above URL.
2.On LHS, browse through different options and observe.

Actual Result: Flickering is seen while navigating to other options.
Expected Result: Flickering should not be seen while navigating to other options.

This is regression issue broken in ‘M-59’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 59.0.3069.0(Revision:463922)
Bad Build:59.0.3070.0(Revision:464226)

You are probably looking for a change made after 464148 (known good), but no later than 464149 (first known bad).

It's not caused by my change. Perhaps the skia roll in the culprit range?

The Skia roll does indeed seem to be responsible.

The flickering is due to the shadow disappearing at certain widths. I'll try to reduce it to a failing static case.

At some fractional sizes the shadow disappears. The pen has a missing shadow when viewed at 100% on linux. Zooming makes it disappear; the result is very very sensitive to the exact values.

Not a P1 if it took 5 revisions to find it, and a glitch in most cases rather than persistent error.

I've stared at these CLs long enough, calling in the big dogs- I hope one of the Mikes may see something if this Skia roll (from 7 months ago) is truly to blame.
