Non-Regression: Unable to Launch experiment for Biomes.

Issue description

Chrome Version:64.0.3256.0/10093.0.0 dev channel Peppy,Paine,Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Open https://experiments.withgoogle.com/chrome?tag=WebGL
(2)click on 'Launch Experiment' for Biomes and Observe (please refer video)

Actual: Unable to launch experiment for Biomes.
Expected:Should be able to launch experiment 

This is a Non-Regression issue seen from M-55.

Note: Issue is not seen in Windows,Linux OS

The failures are on an ARM ChromeOS device. It looks like WebGL's back buffer doesn't get allocated properly.

I don't have one of these devices to test on -- marcheu@, can I come over to work with someone on your team to debug this locally?

Is more WebGL content than just this broken?

Peppy and Kip aren't ARM devices, they're old intel ones. Mali T604 is also old. I suspect that these are all old GPUs which don't have the required features. I'll check.
Status: WontFix (was: Untriaged)
yeah we don't support the GL_EXT_shader_texture_lod extension that this requires. Not much I can do...
