Issue descriptionChrome Version:64.0.3257.0 (Official Build) 314f01c2122124dafaf99698f5049ee7d1c08140-refs/heads/master@{#513642}(32/64 bit) OS:Windows 10 Touch device Steps to reproduce: 1.Launch chrome and navigate to 'chrome://settings'. 2.Resize window , scroll horizontal using touch and observe. Actual Result:Flickering of contents is seen on 'chrome://settings' page on window resize. Expected Result:Flickering of contents should not be seen on window resize. This is Regression issue broken in 'M-63' and Using the per-revision bisect providing the bisect results, Good Build:63.0.3209.0 Bad Build:63.0.3210.0 You are probably looking for a change made after 500506 (known good), but no later than 500507 (first known bad).
