Unnecessary and unresponsive "Find icon" is seen on NTP

Issue description

Chrome Version: 64.0.3257.0 314f01c2122124dafaf99698f5049ee7d1c08140-refs/heads/master@{#513642}(32/64 bit)
OS: Windows (7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open 3 NTPs 
(2) Press Ctrl+F on first NTP and the third NTP.
(3) Close the first NTP and observe "Find icon" is seen on the second NTP.

Actual: Unnecessary and unresponsive "Find icon" is seen on NTP.
Expected: "Find icon" should not be seen on NTP when Ctrl+F is not pressed.

This is a non-regression issue, seen from 'M64' (64.0.3256.0) ,this is new feature.

Note: Issue is not seen on Mac OS.
