Regression: Extra padding is observed between bubble header and body.

Issue descriptionChrome Version: 64.0.3257.0 314f01c2122124dafaf99698f5049ee7d1c08140-refs/heads/master@{#513642} (64-bit) OS: Win(7,8,10) Linux(14.04 LTS). Pre-condition-Enable "Material Design in the rest of the browser's native UI". Test URL: permission.site Steps to reproduce: 1.Launch chrome and navigate to chrome://flags and enable "Material Design in the rest of the browser's native UI" 2.Visit the above URL click on any button example 'Notification','Location' seen on the page and click on 'Block' in permission bubble. 3.Click on blocked 'Notification','Location' icon seen at the RHS of omnibox and observe the bubble. Actual Result : Extra padding is observed between bubble header and body. Expected Result : Padding between bubble header and body should be proper. This is regression issue broken in ‘M-64’ and will soon provide the bisect info: Using the per-revision bisect providing the bisect results, Good Build: 64.0.3247.0 Bad Build: 64.0.3248.0

I'm pretty sure my change is unrelated (it only touched the code in an error-reporting function in Expat). Perhaps try bisecting again?

With respect to comment#4 : Kindly refer the updated Bisect-info: You are probably looking for a change made after 510763 (known good), but no later than 510764 (first known bad).
