I'm seeing the 'UI glitches' issue while playing videos from cnn/hulu.  (CrOS 10172.0.0/Chrome 64.0.3280.5)  

Steps : 
1.  try to do fast forward, resize the window, or switch the tabs  while playing videos.

Able to reproduce the issue while loading/playing "Candy Crush Saga" game on facebook.com, Chrome 64.0.3280.5/CrOS 10172.0.0 - Peppy

As the videos shown in original post and #2, it is not related to chrome camera app itself. It seems to be an issue in graphics/display.
Let's see if lpique@ or reveman@ have some insights.

M64 beta is targeted for next Tuesday (12-Dec); anything we can do to close this out and/or retag as stable block is appreciated.  Can we triage and assign ASAP? Thanks!

Chrome camera app is a javascript app that we didn't change for a while. It should not affect the rendering of the background of the window. 
Could someone from graphics team shed some lights for this issue?

+marcheu to get assistance since M64 Beta is targeted for next week.

Nothing obvious in the range of commits. Can someone who can repro this do a bisect down to the exact change that caused the breakage?

In order to get rid of the UI glitch, users need to reload the browser or sign out&into accounts. It is very inconvenient for users.  Please fix the issue ASAP.

Not able to reproduce this issue on Caroline, Nasher, Eve, Samus, Lave, Peppy, Wolf with 10176.13.0/Chrome m64.0.3280.24. also test on Eve, Peppy and Wolf with m65.0.3293.0,10211.0.0.
