What steps will reproduce the problem?
(1)Launch chrome and sign-in to gmail
(2)Select a user -> click on 'Attach a Photo' and click on Webcamera
(3)Allow flash and observe

Expected: Allow Camera and Microphone bubble should be seen
Actual: Instead, it's not seen

NOTE: Issue is also seen with hangouts extension

This is a Regression issue broken in M64
