1. reproduce the issue with the demo  https://udta.github.io/WebRTCCodecSwitching/
2.  choose the option:   "SDP H264 max-mbps" in "FrameRate Limit"
3.click "Get Media"
4. click "Connect"  and check the video below （scroll down）
5. minimize chrome
6. check the video below  and chrome://webrtc-internals

What is the expected behavior?
the video should be normal 

What went wrong?
the video can not be decoded , no video display in the right window
